1005. Basic Definitions

  1. PURPOSE
    • The purpose of this policy is to provide basic definitions for the different types of regulations affecting the operation of the school.
  2. GENERAL STATEMENT OF POLICY
    • School District policies will be most easily understood if common definitions of the important terms are established and used to guide the development and interpretation of policies.
  3. DEFINITIONS
    1. Policy: a guideline for a course of action. A policy tells what is wanted, and may include why and how much. A policy should be broad enough to permit discretionary action by the administrators who set the rules and regulations to fit different circumstances.

    2. Rules and Procedures: detailed directions developed by the administration to carry out policies. They should indicate how, by whom, where, and when things are to be done. District policies may or may not have a set of rules in the District Policy Manual.

    3. District Policy and Building Policy: a District policy provides guidelines for a district-wide course of action; building policies provide guidelines for a course of action within individual schools. Building policies must be consistent with District policies. Building policies must be approved by the Board or they are to be considered rules and procedures.

    4. District Rules and Procedures and Building Rules and Procedures: district rules and procedures refer to those outlined in the District Policy Manual under specific policies or when used in individual buildings to carry out District policies. Building rules and procedures carry out building policies approved by the Board.
